This is not really WIP, since the intended change is already there, but it depends on industrial_ci#369 being merged.

There, in preparation for the migration to the new colcon&ROS2-enabled refactor of industrial_ci, the new CMAKE_ARGS variable is introduced. It allows passing the required arguments in a way that is not specific to catkin-tools.
