WIP: Add deb sources

As more and more repos will depend on correctly setting up the internal deb sources, it is probably a good idea to make this part of the default CI config templates.

Pushing this as a WIP to test it. Feedback is welcome, @jon.azpiazu.

One thing that we will need to keep an eye on is that if a project add custom BEFORE_SCRIPT steps, then they will probably need to add the sources manually as well.

I do not like this solution that much. It is not easy (and clean) to add additional commands to BEFORE_SCRIPT.

What do you think on basing on a custom made Docker image passed to industrial_ci with DOCKER_BASE_IMAGE, which has already the custom sources?

Nothing against that.

As a side note, it looks like the sources are correctly handled by this solution, but still something with libpeak-dev package raised an error. Any idea of why?

I do, although I'm unlikely to be able to work on that today or tomorrow. Feel free to start yourself, or else I will have a go at it on Thursday.

I should be able to do it tomorrow, I just wanted to hear you opinion.
